5. If you are not registering a guest, please click "Proceed to Checkout."
6. If you are registering a guest (not an attendee), click "Add a Guest" under Registration. This is to purchase guest ticket package only. Add the guest name and save.

FLGISA Member Eligible Team Pass - $425
This pass would give multiple member eligible attendees from the same agency the opportunity to attend ONE DAY during the conference. Example: You send one attendee on Monday, another on Tuesday, and so on. With this registration, the attendees must turn in their name badges at the registration desk in order for the next person to get their name badge. Please note if you are sending multiple people to the event and they plan to attend the entire event, you cannot use this pass.

Aligned Realistic Cyberattack Simulation (ARCS) Range demonstration of the range's capabilities, costs (there are none but time), and events for the FLGISA membership. Operating in a rapidly evolving threat landscape, Florida local governments are tasked with securing critical infrastructure while navigating strict budget constraints. Furthermore, under Florida Statutes, municipalities are mandated to adopt cybersecurity standards aligned with the National Institute of Standards and Technology (NIST), a critical compliance requirement that also serves as the prerequisite for unlocking state funding through the Florida Local Government Cybersecurity Grant Program. Developed by the U.S. Federal Government and recognized globally, the NIST Cybersecurity Framework (CSF) v2 is the ultimate tool for public sector security. This session provides a practical roadmap for transforming the framework from a legally mandated checklist into a powerful, strategic asset for communicating risk and securing financial investments. Attendees will learn how to establish a baseline "Current Profile" by applying a clear 0-4 maturity model using accessible, cost-effective self-assessment methods, such as the official NIST spreadsheet templates. The presentation will guide participants through defining a realistic Target Profile, conducting an actionable gap analysis, and mapping CSF subcategories to specific NIST 800-53B controls. Ultimately, attendees will discover how to translate technical vulnerabilities into a phased, multi-year strategic plan, empowering them to frame budget requests around measurable compliance improvements and confidently submit grant applications via cybergrants.fl.gov.

Florida's local governments, school districts, and critical infrastructure operators have more cybersecurity work than they have people to do it. Threats are rising. Compliance mandates are stacking up. Federal support such as the MS-ISAC and SLCGP, are shrinking or uncertain. Grants buy tools, but tools don't run themselves. There is a model that works. Seven states including Michigan, Wisconsin, Ohio, Texas, Maryland, Louisiana, and most recently New Jersey, have built Civilian Cyber Corps (C3s): vetted, trained volunteer teams of cybersecurity professionals, organized under state authority and deployable to assist under-resourced public entities with incident response, assessments, training, and resilience-building. Wisconsin's program grew from 119 volunteers to over 450 in two years and now responds to dozens of incidents annually. New Jersey launched in December 2025. There is a 2026 New America model law for states ready to act. A Florida Civilian Cyber Corps would do two things at once. It gives locals a force multiplier they cannot hire and cannot buy. And it creates a live sandbox — a structured environment where emerging professionals work alongside experienced practitioners on real engagements, with paid contract opportunities layered in for skill development. That second piece turns the corps into a workforce pipeline that feeds Florida's hardest-to-fill local government cybersecurity roles. Florida already has the building blocks: Cyber Florida at USF, the FLDS Local Government Cybersecurity Grant Program, FLGISA, the Central Florida Cyber Coalition, CYBLOC, and the workforce pipelines at UWF and USF. What's missing is the connective tissue — a structured corps that turns those assets into a deployable statewide capability. In this session, Netta Squires (CCIS) and Michael Razeeq (SC3I) walk through what's working in the states already fielding corps, what the legal and operational scaffolding looks like, and what Florida's first move could realistically be.
